The meeting was called to order at 9:07am by President Tony Niedojadlo. Approximately 44 members were present.
A moment of silence was given in memory of all deceased members, including Fred Bromley, Mrs. Reyburn, and Gary Holmes.
A motion was made to accept the August 15, 2009 minutes.

The beach season started off well, thanks to Tom Sullivan and his crew. Memorial Day and Fourth of July Hot Dog Stands were great!
Special thanks to Tim Murphy, Bill Slocum, Tom Sullivan, Paul Trehern, and David Cavasino for volunteering to man the hot dog stands.
Remember the Beach Rules: No bottles or glass allowed on the beach. Take home what you bring. We only want to see footprints in the sand left behind!
Another special thanks to Cindy and Jeff Hotsky for hosting our wonderful cocktail party again this year. Also a big thanks to Gary Slater for our terrific website with pictures, Association Event times, dates, and locations.
Beach Manager Report (Tom Sullivan)
Tom said that we are off to a good start. The beach is getting some TLC on a daily basis. Volunteers are raking and cleaning the beach in the early mornings. Swim area markers have been replaced and the rope line from the beach to the raft will be replaced. The fencing looks a little ragged, but it is holding up for now. The parking lot lines are marked bi-weekly.
Sandy Niedojadio is keeping the Message Board up-to-date. New items are being added from time to time – Check it out!
We have Security/Border Patrol at the far end of the beach. Badge checks are done by both on the weekends. Lifeguards do bi-hourly checks during the week and have a good idea on who belongs and who does not belong to our beach.

Tom stated that last year the lifeguards brought in between $100 and $160 in guest badge sales. That money is usually used for a picnic for the lifeguards, some ice cream, etc.

Susan had copies of an Income and Expense Chart by month and also a Profit and Loss Sheet for January through December 2009.
We have one CD. Most of our money is in the Money Market.

Variance to date/Membership Income -- $3,710.00
David has some concerns we must address. We are over-budget by about $1000.00 and could be $5000.00 in the hole by the end of the year. David still expects about $700.00 more income.
Membership is at 170. At the moment we have fourteen delinquent members. We have had a big jump in voting membership only (10 people). Voting members pay $25 for the year. These people can vote at meetings but are not allowed on the beach.
Fifty percent of our budget goes to salaries.
We must make sure Social Events stay in budget.
Concerns and comments were made on lifeguard hours, on Tom Sullivan doing a great job, and the picnic getting way out of control, etc.

Addie gave a run-down on what has been done to-date. They hired Perennial Harmony to help with the planting of plants. Most plants did well over the winter, but a few did not. Those plants were replanted by Perennial Harmony at no cost to us. Harmony will also check on the plants and give us advise.
Rock Committee (Gene Lewis)
The creek needs cleaning out (rocks) once again so that we can keep the water flowing. Gene asked for some help – we could use some of the “younger” guys too.
Boat Launch Committee (Gene Lewis)
The Boat Launch Committee met with our lawyer and the 1st Selectman of Waterford. A letter was also drafted and sent to Andrea Stillman, The committee will be getting together once again to still see what we can do to purchase the launch area, or perhaps get the launch area gated at certain times. The committee is looking at all options.

New Business
Pamela Gourlie mentioned an article that was published in Family Circle Magazine by a non-member about the Pleasure Beach Area.
Pam also wanted it clear that if someone lives within our boundary area, they are not eligible to use our beach without paying an assessment.
Pam also mentioned the erosion to the clam pond path – it is tremendous! She spoke to Maureen Fitzgerald several years ago about a step-type solution, We used to put sand on the path, but that didn’t work well. We will look into some solutions.
Susan Benzyk spoke of our relationship with the State and what their responsibility is to the bridge and boat launch area. The State has taken the position that they have no responsibility towards the upkeep of the bridge.
In terms of supervision of property – members could take pictures of different activities – take notes of things that have been seen that are wrong, watch the 10 MPH speed limit, etc. We need any helpful information that might help us to deal with the State.
What about speed bumps?
Tammy LeBelle and Kem Bruno had different ideas on some fundraising. One idea was selling ad space on our website.
In the future before Memorial Day, Tammy LeBelle would like some volunteer members to help clean up the beach along the Clam Pond. There was also a lot of debris on that side of the beach this year.
Fireworks
It was decided that fireworks could no longer be done on the Association property. This will be added to the Association’s Rules and Regulations.
Membership List
A motion was made and seconded to put out a volunteer roster of membership on our website. A vote was taken – the motion did not pass.

Goshen Fireman’s Day
Joan Prentice from the Goshen Firehouse Women’s Auxiliary is looking for donations of items for the White Elephant Table. Items must be clean and in good shape. Any donations can be left off at the firehouse by the Women’s Auxiliary door.
Picnic
Pam Gourlie made a motion that any Pleasure Beach Member, above the age of 8, attending the beach picnic will receive once bracelet per badge. Anything above that will be charged $5.00 per person. The motion was passed.

The meeting was called to order at 9:10am by Vice-President Bill Slocum. Approximately 48 members were present.

Vice-President (Bill Slocum)
The Triathlon was held on Saturday, August 8, 2009. Although Bill was not there this year, he heard that it was a beautiful day and once again a great success. For the 1st time, Dylan Sullivan and Tim Lineburgh (Lifeguards) ran the event. Some of the volunteers were Dave and Kathy Cavasino, Barbara Keck, Tom, Judy, Katlin, and Maggie Sullivan, and Kristy Slocum. Gary Slater once again developed great pictures. Reggie Golembeski’s team won once again, and Tom Evans and team members won the senior division for the 3rd time. This year we had a total of 21 teams participating.
The beach conditions are great. Paul Trehern volunteered his quad to drag the beach. One mooring is missing, but they are still looking for it.
Tom Sullivan has a great group of volunteers (Bill Sullivan, Jake DaMonte, Chris Alfiera, and Tucker Murphy) that come in the mornings to help keep the beach clean. They are a “BIG” help.
Please remember at the end of the season we lose some of our lifeguards to school and college, so be patient with the ones that are still on duty. They have a lot to do.
The picnic was once again a big success. Steve Elliot and David Concascia did a great job setting up and lining up lots of other help with the cooking, etc. All were awesome!

David Lewis had several different meetings last year with many different opinions forthcoming. David and the committee are now working on a lot of revamping of the by-laws. David is hoping to have the by-laws ready by next year.

is now enclosed by a nice wooden enclosure. All agree that it looks much
better.

Insurance Coverage
David and Susan Benzyk have spoken to our attorney and Greg Swanson, our insurance man. Our attorney feels our rocks are an attractive nuisance. Our attorney and Greg both feel that the Association needs more insurance coverage. Greg feels that we should have a minimum of three million dollars coverage.

Gene Lewis mentioned that the rocks in the clam pond were on the move again, and that at noon today he could use some guys to help move them back.
Joan Prentice made a motion to have current and past year minutes on the Waterford Association website.
A big round of applause was given to our out-going Vice-President, Bill Slocum. He served the Association for nine years and did an awesome job. Thanks, Bill!

UNOFFICIAL MINUTES
The meeting was called to order at 9:15am by President Tony Niedojado. Approximately 47 members were present.

President’s
Message
Tony thanked the Hotskys for hosting our Annual Cocktail Party. It turned out to be an evening to remember. Tony thanked Steve Elliot, Gene Lewis, and crew for the wiener roast on July 4, 2009. Tony also thanked all board members for all of their time and dedication.
Vice President Report (Bill Slocum)
Peter Hanson, Structural Engineering Manager of DiCesare-Bentley Engineers, Inc, checked on our weight limits for the bridge. Those limits are now posted by the bridge. Peter also helped in getting a new company on board for the rental of a Porta-Potty. The company is called Royal Flush. Peter assisted Bill in specifying the weight limits for the trucks, as well as approving the letter Royal Flush provided specifying that they would not exceed the axle weight limit for our beach.
We have a new Security Guard – Steve McDermott and a returnee – Mike Bono. The Sub-Guard is Kaitlyn Sullivan.
Beach Clean-up
A new mooring and chain were put in place with the raft. Tom thanked all who helped with the beach clean-up, especially Tim Murphy, who helped with the swim buoy and raft placement. He also thanked Dave Concasia, Rick Bruno, and Tony Niedojado for assisting with the new mooring for the raft.
Special thanks go to Paul Trehern for continuing to clean the beach on a volunteer basis with his quad and rake system.
The hot dog stand was up and running on July 4th. It was a tough day with strong winds. Thanks to Steve Elliot, Tim Murphy, Mike Flaherty, and Gene Lewis.
Tom Sullivan and the lifeguard staff are doing a great job. Tom and the guards agreed with a pay freeze this season, without hesitation.
Tony and Dave cleaned up
Dylan Sullivan and Tim Lineburgh will assist with the Triathlon this year. Bill might be out of town.
Bill announced that this is his last term as Vice President. He is recommending Dave Concasia as his replacement.

Tom reported two new signs have been posted on the rocks stating Private Property – Association Members Only. The fishermen have been reasonably compliant. The sign on the clam pond side of the beach has been moved to comply with the State’s request. Thank you to Rich Days for assisting with painting lines for parking.

Susan reported that her computer had crashed and she has been redoing all. Susan had available for all to see a Draft Report of Profit and Loss for January through December 2008. Susan also had copies available of a 2009 Budget Worksheet
There is approximately $59,000 in our CDs.
We have cut back on some of our Social Activities. Our Beach Manager and Lifeguards have agreed to a salary freeze.
We might be increasing our insurance coverage to 3 million per occurrence with a 5 million aggregate – Susan is talking with our insurance company (Greg Swanson).

Unfinished Business
Susan Benzyk reported that Toby Griffs of Waller, Smith, and Palmer came down to our beach property and looked over all that we own to better understand our concerns with the road and bridge. History of the past shows that the State used to maintain the bridge and Toby feels that because the boat launch is open to the public, it still should be their responsibility to keep the bridge and road up.
At a meeting with the DEP for the purpose of discussing property realignment between the State and the Association, the State asked that we move the big sign on the backside (clam pond side) to our property and establish a new path.
At this meeting the State asked if they could use our property to move some of the rocks and vegetation. The Board recommended that we do not allow them to use our property.
David Lewis stated that the State is still using a big truck with Porta-Pottys and going over our bridge. We have asked that they address the weight limits of our bridge.
The Fire Department has addressed the bridge weight limits and now uses as pickup truck to bring their equipment down to the boat launch area.
Some members felt that it would benefit us all to keep two open paths form our beach parking lot to the beach area.
Pam Gourlie suggested we check with Maureen Fitzgerald
(Ecology and Wetlands Head for the Town of
Ceasar/Bentley suggested last year that we check our bridge again this year to make sure it is still sound.
New Business
Bill Slocum suggested having Beach Storage Boxes for the membership. Bill made a motion to investigate the feasibility of storage boxes for beach members. Motion passed. Dave Concasia and Rick Bruno could help with this.
Bill has also been talking with Anne Gourlie about Green Toilets. Bill made a motion to investigate the possibility of the use of biodegradable green toilets. Motion passed.
To improve the appearance of our Porta-Potty, Susan made a motion to allocate $500 to enclose our current Porta-Potty.
A discussion was forthcoming.
A motion was made to amend the motion to read: to allocate $200 to enclose our current Porta-Potty. Motion passed.
Tony stated that there will be a lock on our Porta-Potty.
The Beach Picnic will be Saturday, July 18 with a rain date of July 25th.
The Triathlon will be held August 8, 2009.
John Shenasky spoke about the Pleasure Beach Golf Open. It will be held on August 1st with the same fees as last year. If you are interested in the Open, please call John at 443-944-6652.
